　　浙江金華市浦江縣是著名童話大師——《神筆馬良》的作者洪汛濤的家鄉。百年名校浦陽一小(馬良小學)是洪汛濤的母校，校內建有全國人大常委會原副委員長顧秀蓮題寫館名的“洪汛濤紀念館”。

　　洪汛濤先生，不僅創作了以《神筆馬良》為代表的優秀童話作品，還創作了以《童話學》為代表的大量理論著作。洪汛濤先生熱心兒童文學教育事業，上紀80年代初，熱情扶持和指導的湖南鳳凰縣箭道坪小學“童話引路”教改實驗，使之成為具有全國影響的童話教學典型。1988年，洪汛濤先生親自主持了全國首屆少年兒童“金鳳凰”童話寫作大獎賽,培養了大批兒童文學寫作新苗。

　　為紀念童話大師洪汛濤先生《神筆馬良》創作60周年和洪汛濤先生扶持和倡導的“童話引路”教改實驗三十周年，繁榮祖國兒童文學教育事業，中國兒童文學研究會等多家單位和學術團體，決定于20xx年4月12日，在浙江浦江縣聯合舉辦全國第二屆少年兒童“牧童杯”童話創作大獎賽頒獎典禮暨全國首屆小學童話教學觀摩研討會。
