這是一個主從復合句。主句是this is, 從句是由because引導的表語從句: those were expected tospeak excellent english. 在表語從句中又含有一個由who引導的定語從句，修飾表語從句的主語those。
當一個句子的主語為this, that或it時， 可以用because引導表語從句。如：
that is because he doesn’t likecoffee.
那是因為他不喜歡咖啡。
it may be because the exam was toodifficult.
那或許是因為考試太難了。
